CONSTANTINE PARISH COUNCIL EXTRAORDINARY MEETING – Constantine Church Hall

The Parish Council held an Extraordinary Meeting on Thursday 30th July 2026 to discuss Constantine Church Hall, Car Park, Toilets and Green Space. The Town and Country Planning (Local Planning) (England) Regulations 2026, Part 4, Regulation 19

Cornwall Council gives notice of its intention to commence preparation of a new local plan, which is to be referred to as the Cornwall Local Plan (CLP).

The CLP will cover the administrative boundary of Cornwall (ONS E06000052) as shown on the map attached as appendix A.

The CLP timetable is available to be viewed at: www.cornwall.gov.uk/planning-and-building-control/planning-policy/cornwall-local-plan-2050

The Council expects to start the 30-month plan preparation process on 25 January 2027. The CLP will also include strategic policies on minerals and waste.

Thank you to everyone who has contacted me about the ongoing issues with road closures and signage connected to recent works in the Constantine and surrounding areas. I fully understand the frustration and disruption this is causing.

Please be assured that I have already raised these concerns formally and urgently with Cornwall Council Highways, requesting immediate correction of incorrect signage and a clear update for our community. I am continuing to press for action and for accurate, timely information that I can share with you.

I completely understand why many of you feel let down — but I want to reassure you that I am actively working on your behalf and will update you as soon as I receive further information.

FLY TIPPING

15th August 2025

It has been brought to the attention of the Parish Council that there has been some recent fly tipping in the village, especially at The Goodwill Charity Shop and at the corner of Penbothidno Lane.

Fly-tipping is the illegal dumping of liquid or solid waste on land or in water. The waste is usually dumped to avoid disposal costs.

Fly-tips are unsightly and can be dangerous.  They can pollute land and waterways and cost the tax payer significant amounts of money as we have to clear them away and dispose of them safely.

Report fly-tipping on Council owned land

If you see someone fly-tipping or wish to report fly-tipped waste on council land, please report it to us, giving as much detail as possible.  We will remove within 48 hours unless:

  • there is an ongoing investigation relating to the fly-tip or
  • we need to arrange specialist resources to remove it

Fly-tipping on private land

The Council is not responsible for clearing and collecting fly-tips on private land. This should be reported to the landowner.

However, our Community Protection team can investigate reports of fly-tipping on private land where there is evidence that could lead to identifying the person(s) responsible.

You can report fly-tipping to them on private land by using the online reporting form above. However, please be aware that the responsibility for clearing it will still lie with the landowner and not the council.

  • Only clinically necessary treatments, such as check-ups, fillings, and extractions, are covered; cosmetic procedures like teeth whitening are excluded from free NHS care.
  • Universal Credit recipients must meet additional income thresholds to qualify for free treatment, not all benefit claimants are automatically eligible.
  • Use the NHS website to find local dentists, check their NHS registration status, and confirm whether they are accepting new patients before booking an appointment.
  • Always maintain current and valid documents to avoid delays or unexpected charges when claiming free NHS dental services.

‘Police are aware of incidents involving a person trying vehicle door handles and entering parked cars around Falmouth and Penryn. Officers are being deployed in plain / uniformed variations in an attempt to identify and arrest the culprit.

We are asking for the public’s assistance in this task. Please contact us through the Devon and Cornwall Website if you know any names of have any good visual images / CCTV of the suspect.

Residents of Falmouth and Penryn are reminded to be extra vigilant about their vehicle security, particularly in the area of Old Hill. Please do not leave items on display in your vehicles, remove valuables when parked, ensure that your windows are shut and vehicles are locked and alarmed. CORNWALL’S NEW RIGHTS OF WAY IMPROVEMENT PLAN

Residents, businesses and visitors are being asked to share their views on Cornwall’s footpaths, bridleways and byways.

Stretching across 4,500km and providing access to stunning coastline, moorland and countryside, Cornwall’s Public Rights of Way network connects communities and allows us to explore some of the most beautiful parts of the Duchy.

The Cornwall Rights of Way Improvement Plan will set out how Cornwall Council intends to preserve and improve the network over the next 10 years.

To help shape the plan, the Council is asking people to share their views by completing a short survey on the Let’s Talk Cornwall website.

The survey asks people about the journeys they take using Public Rights of Way, which includes footpaths, bridleways and byways, and about potential barriers that may prevent people from accessing them.

Councillor Loic Rich, cabinet member with responsibility for Environment and Climate Change at Cornwall Council, said: “Our Public Rights of Way enable us to explore some of the best and most beautiful parts of Cornwall and help us to be active outdoors, which is vital for our physical and mental wellbeing.

“The Rights of Way Improvement Plan must balance the needs of everyone including walkers, horse riders, cyclists, and people with mobility challenges or sensory impairments.

“That’s why it’s so important we hear from as many people as possible so we can improve our public rights of ways for one and all.”

The survey will be available on the Let’s Talk Cornwall website until September 28, 2025.

Following the great success of the Wreck Free Fal and Helford launch event at the end of February, our focus has been on setting up a working group to look at how a free at use scrappage scheme for end of life boats on the Fal and Helford could work and be funded.

There are number of other areas where some volunteer input could help move things along and it would be great to get some more people involved!

The volunteer roles cover:

1/ FUNDING: Researching grant funding and applying for grants

2/ RESEACH AND NETWORKING – how are other estuaries tackling the problem of end of life boats 

3/ RESEARCH – end of life boat recycling and disposal options

4/ RESEARCH – statute and case law that could be applied to abandoned boats

5/ NUMBERS – quantifying the scale of the problem and cost of dealing with abandoned boats now and over the next 20 years

6/ EVENTS – organising further talks and forum meetings

7/ COMMUNICATIONS!

It’s aimed at anyone who encounters people who need support with the things Citizens Advice advise on, such as benefits, housing, immigration etc.  We have trained librarians, charities, housing associations, MP’s case workers to name but a few.

CONSTANTINE PRE-SCHOOL – LITTER PICK

The families of CONSTANTINE PRE-SCHOOL rolled up their sleeves for a special cause. They organised a village litter pick yesterday, Sunday May 18th, from 10 am to 12 pm. The aim was twofold: to spruce up our beautiful village and, more importantly, to raise vital funds that will directly support the learning and enrichment of our wonderful children at Constantine Pre-School.

We’re inviting you to sponsor our enthusiastic children and their families as they work together to clean up our community. Every piece of litter collected will represent a step towards a brighter future for our little ones, helping us provide them with the resources and opportunities they need to thrive.

Your generous donation, no matter the size, will make a tangible impact on their early years education and overall development. Thank you in advance for your kind contribution to this cause that means so much to our pre-school and the wider community. Together, we can make a difference!

Constantine Parish Council Budget and Precept Increase for 2025/26

Constantine Parish Council has agreed its budget and precept for the 2025/26 financial year, ensuring that essential services, community facilities, and new responsibilities continue to be delivered for the benefit of residents.

The precept will increase to £99,147 to meet rising costs and support additional responsibilities, such as the recruitment of the new Parish Clerk and associated costs; new equipment; repairs to and replacement of streetlighting; upgrade and maintenance to the Sports Pavilion, Recreation Ground, Public Toilets , Bus Shelter, Finger Posts and War Memorial.

For residents, this means the following –

  • Band D property: £120.11 per year
    • Annual increase: £24.48
    • Equivalent to just £2.48 per month or 62 pence per week.

There has been an increase in litter/waste bin costs: The cost of emptying public bins has tripled under Cornwall Council’s new waste arrangements.

Inflation Pressures: Rising costs for staffing, utilities, and materials impact all areas of council operations.

Constantine Parish Council has worked hard to balance the budget, contributing £15,000 from its reserves in order to keep the increase as low as possible for residents.
